Should Carolina Forest annex or incorporate?

Barely three weeks into 2011, the Carolina Forest Civic Association has outlined several aggressive strategic goals, from roads and bike paths to increased public safety and economic development.
One of those goals concerned a hot topic that’s been discussed off and on in Carolina Forest – should Carolina Forest annex or incorporate?
Annexation seems unlikely given the alternatives.
There’s been virtually no support for annexing into Myrtle Beach from either side of the Intracoastal Waterway given Myrtle Beach’s propensity for increased regulation of bike rallies, the tourism tax, etc.
Elected city officials have said annexing Carolina Forest could skew the makeup of Myrtle Beach City Council in Carolina Forest’s favor.
Residents seem less averse to annexing into Conway, but a fear of losing Carolina Forest’s identity remains an issue. Incorporation gives Carolina Forest control of its own destiny, but higher taxes, increased regulation and the potential for pitting neighbor against neighbor remain issues.
A possible alternative suggested at the Carolina Forest Civic Association’s meeting on Jan. 19 involved possibly forming a special purpose tax district.
Such a special tax district already exists in Socastee. Residents there pay an extra 1.8 mills to fund recreation, or $14.80 more per year for the owner of a $200,000 home.
In exchange, the extra revenues – about $177,000 – were placed in a special recreation revenue fund, according to the county’s 2010-2011 budget.
No firm plans have been set in stone. The Carolina Forest Civic Association is merely gathering information at this point.
The association’s next meeting is Feb. 16 at 6 p.m. Meetings are held the third Wednesday of every month at the Carolina Forest HTC building.

    The special purpose tax district is a very interesting idea and merits additional dialogue.

    Incorporation for Carolina Forest would only add another level of Government and additional taxes on our residents.

    Myrtle Beach government has to focus much of their efforts on tourism and the challenges and revenue it provides.

    Conway prides itself in maintaining the small town, historic community that defines it.

    Carolina Forest has a unique identity. Many thanks to Horry County Council as well as the volunteer residents of the Carolina Forest Community Association who spend time and effort guideing us into the future.

    I think John Bankowski Sr has got it right. Right now Carolina Forest is Unique and needs to stay that way.
